Why is this course sometimes referred to as a "Driver Education" course?

The "technical" name for this course according to the Tennessee Department of Safety and Homeland Security is the "4-hour Driver Education course." That is just how the Department sometimes refers to the course. We know that can be confusing because the term "driver education" often refers to the course teen drivers take to get their license. However, this course is really a traffic school course and is often referred to as "traffic school" by the Department and others.
